Comments (Not for applicant's use)	This has not been an easy asylum request to grant. The applicant's initial conviction of the murder of his wife was overturned by an initial trial which found no evidence that could be obtained in Tel space. However, multiple accounts of tampering with cybernetic body enhancements with intent to cause grievous bodily harm or death were obtained from other inmates of b-Exagora. The cybernetic devices in question were not available for examination and therefore the charge was dropped before trial. The applicant admits to a degree of cybernetic manipulation with intent to disable such devices upon malicious use, protesting his good character. He has also compiled extensive reports on the events on b-Exagora which we have verified as much as possible and found to be truthful. However, we are not convinced of the applicant's good character. Since the applicant wishes to return to the Elysian Empire, we recommend that he be escorted there under the protection of asylum, which will terminate upon his exit of Tel space.
